Seishi is the younger brother of Reishu, the former leader and founder of the Ninku. He is currently the one who protects the "Ninku Village", the place where all the members of the Ninku unit were trained. Seishi uses his men to lure Fuusuke, Aicho, and Touji to the hideout. There, he updates the trio on everything that has been happening in the country since the end of the war. He also tells them about the Empire's elite forces, the three colonels, who are led by the mysterious archbishop Kouchin. Seishi also advises Fuusuke and his friends to search the legendary Tenkuu Ryuu (Sky Dragon), the incarnation of the power of all nature, which can grant them more strength and power so they can face Colonel Basara and especially Kouchin.
